I am Associate Dean for Academic Affairs at Penn State Law where I have served since 2019 as Professor of Law. I also belong to the affiliate faculty at Penn State’s School of International Affairs. My main research and teaching areas are administrative law and constitutional law. I also teach courses in civil procedure, state and local government law, and international commercial arbitration.

I am a member of the editorial boards of the German Law Journal and REALaw (the Review of European Administrative Law) and an associate editor of Verfassungsblog.

I spent the 2021-22 academic year at the Humboldt University in Berlin, Germany with support from the Alexander von Humboldt Foundation.
