About

I am a Professor of Law and Political Science at Penn State and a faculty affiliate at Penn State’s School of International Affairs. My main research and teaching areas are administrative law and constitutional law. I also teach or have taught courses in civil procedure, state and local government law, and international commercial arbitration.

I spent the 2021-22 academic year at the Humboldt University in Berlin, Germany with support from the Alexander von Humboldt Foundation.
